How can i look at a chart of Libor? At what time is it priced?

LIBOR rates go up when banks' willingness to lend to each other goes down. It's
one indicator of the health or illness of the financial system. But technical
indicators such as LIBOR, VIX, Oscillators, etc can be misleading in the midst
of a fundamental rift like we're living with today.
