Infrastructure stocks are trickier. As for U.S. Steel(X), Cramer said he thinks Nucor's(NUE) "got a better situation." "I respect the fact that X is going down, and I think it could go down more," he said. "What a decline, because the yield isn't like Nucor's yield."

"United States Steel [ticker: X] has a couple of issues to contend with. They've had some cost increases. They also have a big tube business [used in drilling oil and gas wells], and that's been weaker than it had been. We've seen an inventory overhang on the tube business for about six months now. It doesn't seem to be abating just yet. Then its European operations have some cost pressures. U.S. Steel's earnings will likely stay flat in the second quarter after they reported a big surprise in the first. The market was looking for $1.85 and we were looking for $1.80; they came out with $2.30 a share. It was a relatively clean number."
