AXP announced a $500 million follow-on equity issuance…to repay low-cost, high-stigma [Troubled Asset Relief Program] capital.…We expect AXP to use a combination of this capital, funds already on the balance sheet, and lower levels of marketing and investment to accomplish its goal of repaying $3.4 billion in outstanding TARP preferred. [The]…issuance doesn't change our outlook…[We find] the current forward price/earnings ratio of 20 times too rich, considering regulatory pressures and dramatic declines in credit-card-spending volumes. Target: 18. Market cap: $28.8 billion.

Credit-card specialists American Express and Capital One (COF) were strong; AmEx (AXP) shares rose 17% in the five sessions to $28.40, and Capital One gained 81% to $31.34. Because the stress tests took a rosier-than-anticipated view of potential credit-card losses, AmEx and Capital One weren't deemed to be capital-deficient. Many on Wall Street had expected that Capital One would be forced to boost capital.

I dont take advice from professional investors, to PICK stocks,BUT I do use it as confirmation after I'm Long to increase my position or confirm that I'm onto something good.

Point being, the Fast Money crew blessed AXP two days after I went long,I sured up the position with more shares, and its up 100% since then.

Cramer said the biggest gainers since Obama took office, the financials, tell the story, with stocks like JPMorgan Chase (JPM) up 82%, Bank Of America (BAC) up 75% and American Express (AXP) up 55%.
