Even better for the bulls, as we go into 2010 we will have seen the high-water mark of what Wall Street views as radicalism in Congress. That means you can see earnings per share increase and multiples expand for Humana (HUM), WellPoint (WLP), Aetna (AET) and Cigna (CI).

I have calls on Aetna (AET), UnitedHealth Group (UNH) and WellPoint (WLP), adds Karen Finerman.

Charles Boorady, a Citigroup analyst, favors Aetna and WellPoint, while Goldman Sachs' Matthew Borsch likes Cigna and UnitedHealth. "Health-care reform will result in faster spending growth on health care. Almost nothing is being done to control costs," Boorady says.

Aetna, trading around 26 with a price-to-earnings ratio of 8.1 times forward earnings, is a top pick. "It has a great balance sheet, it is buying back stock, and it has good management," he says.

I continue to believe that Wellpoint (WLP), UnitedHealth (UNH), Cigna (CI), Aetna (AET) and Humana (HUM) can be bought off this Senate shift.

In an Aug. 27 blog post called "Kennedy's Death Changes the Game," Cramer wrote: "I continue to believe that Wellpoint (WLP), UnitedHealth (UNH) Cigna (CI), Aetna and Humana (HUM) can be bought off this Senate shift."

Finerman was flustered with Goldman Sach's decision to downgrade Aetna (AET) from conviction sell to sell. She called the distinction "ridiculous."

Is this market a referendum on President Obama? When I see Merck (MRK) and Pfizer (PFE) go up and UnitedHealth (UNH) and Aetna (AET) sneaking higher, I think, wait a second -- we are smelling repudiation here.
