I believe FBP is oversold due to accounting issue and economic slow down in PR. The bank has an earning power of $120M. Currently market cap is about $900M, therefore, it is trading at a P/E of 7.5. It's also trading at about book value. Regional banks trade around a P/E of 15 and 2 times book value. Once the accounting issue is settled, this stock should be trading at a 15 P/E, which is equaled to about $18/share assuming an earning of $120M.
