Gamco Investors (GBL) intends to send a representative to Dover Motorosports' annual meeting to vote in favor of a proposal submitted by another shareholder to eliminate the company's poison pill. Gamco also wants to question management about its business strategy and allocation of resources. Gamco owns 1,373,350 shares (7.68% of the total outstanding).

A group including Stobie Creek Investments sees "substantial opportunities" for Southwest Water to improve its operations. The group said Southwest should continue to focus on reducing exposure to unregulated operations with inconsistent profitability and should better control overhead, including corporate expenses. The Stobie Creek group has about 1.23 million shares (5%).

DellaCamera Capital Management wants to inspect some of Enzon's books and other records, to determine whether any improprieties have occurred. Enzon said it wants to "investigate potential wrongdoing, self-dealing, waste, mismanagement and breaches of fiduciary duties by members of the board and/or management." DellaCamera and its affiliates own 3,631,058 shares (8%).

Investor Eugene Melnyk requested that Biovail call a shareholders meeting to vote on two of his nominees to the board. Melnyk also wants the directors to consider corporate-governance matters. Melnyk holds 17,043,758 shares (10.8%).

Investor William Ackman said he will ask Target's board to consider certain candidates as directors. Ackman said his representatives have met and may meet again with management to discuss ways to enhance shareholder value. Ackman may also contact other shareholders to discuss those issues. Ackman's Pershing Square Capital Management holds 58.39 million shares (7.8%).

Discovery Group I reported ownership of 203,382 shares (5.6%) after buying 56,958 from Jan. 14 to Feb. 27 at $13.75 to $16.49 each.

Mario J. Gabelli's Gamco Investors (GBL) and affiliated funds raised their stake to 488,050 shares (5.18%) by purchasing 23,063 from Jan. 28 to Feb. 20 at $2.80 to $3.95 per share.

Atlantic Investment Management reported holding 5.25 million shares (5.1%) after buying 145,400 from Jan. 30 to Feb. 27 at $17.49 to $20.75 a share.
