Secular growth. State and local governments are running out of ways to pick tax payers' pockets for their poor fiscal policies. No one will object, though, to increasing prison beds for the safety of their neighborhood. Unfortunately, there seems to be no slowing of growth for this industry.

Buy it and sell it in a range. Buy it in the low 80s and sell in the mid 90s. A winning trade so far this year...
