"For US mutual fund investors, the emerging markets have been a money machine. Through late last week, the MSCI Emerging Markets Index had a five-year annual return of 23.6% in dollars, trouncing the 5.79% gain for the Standard & Poor's 500."

This year the tables have turned. Partly due to a steep selloff Feb. 27 -- sparked by a big drop in Chinese stocks -- the emerging-markets index has fallen 3.3% in 2007, far more than the S&P's 0.78% decline.

Some U.S. investors are heading for the exits. But it may be time to buy - carefulkly - on the dip. Underpinning the bullish case is a belief that countries like Brazil, India and China have undergone major economic restructurings."
