In a decision that could mark the turning point in the national debate over climate change, the Supreme Court rules that carbon dioxide and other so-called greenhouse gases are air pollutants under the Clean Air Act, and that the Bush administration broke the law in its refusal to limit emissions of those gases. Auto makers have long operated under what amounts to a carbon-emission limit.Over the years the industry has beaten back calls for toughening those rules.Now political momentum to significantly toughen the rules is increasing.
