The prison business is booming.Thanks in large part to tougher mandatory sentences,the federal prison system has 33 percent more inmates than it was designed to house.The Department of Homeland Security's Boder Initiative has further burdened the system-99 percent of illegal aliens apprehended were detained last year compared to 34 percent in 2005.The vast majority of prisons are still owned and operated by the federal govt, leaving lots of room for growth among the private operators.There is another bright side to this somewhat dark industry, its defensive nature:When times are bad more people go to jail.
